Knitted cotton shawls, scarves, mufflers and similar accessories
HSN 6117 10 30 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions stated in paragraphs 2 and 3 of that notification.

The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries covers all PSIC requirements. The country-of-origin exemption applies to azo-dye testing only; the broader PSIC obligation covering other hazardous dyes and composition parameters remains in force regardless of origin. Separately, the Bangladesh port-restriction under DGFT Notification 7/2025-26 is a recent overlay and applies at the bill-of-entry stage — routing the consignment through a non-permitted port triggers detention even where the PSIC is otherwise compliant.
