Knitted wool shawls, scarves, mufflers and similar accessories
HSN 6117 10 20 (Knitted wool shawls, scarves, mufflers and the like) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate (PSIC) certifying wool/blend composition, a Certificate of Origin, and a brand-owner certificate of genuineness are required at the bill of entry, along with azo-dye compliance documentation under General Note 10.

The most common error on this tariff line is presenting a PSIC that addresses only azo-dye absence while omitting the separate composition-and-blend certificate and the brand-owner genuineness certificate — both of which are independently required under General Note 11. A consignment arriving with only one of these three instruments will be detained pending production of the missing documents, accruing demurrage and ground rent at the port. Brand-owner certificates must name the specific importer and authorise use of the brand for the imported consignment; generic letters of appointment do not satisfy the requirement.
