Knitted or crocheted silk shawls, scarves and mufflers
HSN 6117 10 10 (silk shawls, scarves, mufflers, mantillas, veils and the like, knitted or crocheted) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions and conditions introduced under DGFT Notification 7/2025-26.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all developed-country origins — it applies only to the nine listed countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom) and no others. Shipments from any unlisted origin, including major silk-producing countries, require a valid PSIC or TC/CSRTI test report; absence of this document at the bill-of-entry stage results in detention pending re-testing or re-export.
