Knitted gloves, mittens and mitts of other textile materials
HSN 6116 99 90 (knitted gloves, mittens and mitts of other textile materials) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 16874:2018 for protective firefighter gloves and IS 16390:2015 for nylon knitted seamless gloves is mandatory under the ISI Mark Scheme, with effect from 13 October 2023 and 1 July 2024 respectively. Directorate General of Foreign Trade policy controls on textile imports, including Pre-Shipment Inspection Certificate requirements, apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which QCO governs the specific glove product: IS 16874:2018 applies to protective gloves for firefighters under the Protective Textiles (Quality Control) Order, 2022; IS 16390:2015 applies to nylon knitted seamless gloves under the Agro Textiles (Quality Control) Order, 2023. Both carry ISI Mark Scheme obligations under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.S.O. 1707(E) dated 10-04-2023; S.O. 4248(E) dated 27-09-2023; S.O. 1579(E) dated 28-03-2024
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Protective Textiles (Quality Control) Order, 2022 · Agro Textiles (Quality Control) Order, 2023 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure each glove bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1707(E) · S.O. 4248(E)
- 4Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions under paragraph 19 of the general notes to the ITC (HS) 2022 import policy. Quote the supplier's BIS CM/L number and the PSIC reference on the bill of entry; absence or scope mismatch triggers consignment detention.DGFT Notification 7/25-26 dated 17-05-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating HSN 6116 99 90 as a single-QCO entry when two distinct Quality Control Orders apply to distinct product sub-types. An importer of nylon knitted seamless gloves who obtains a CM/L against IS 16874:2018 (the firefighter-glove standard) holds a licence for the wrong IS entirely; customs will detain the consignment on a product-scope mismatch because the applicable standard for nylon seamless gloves is IS 16390:2015 under the Agro Textiles (Quality Control) Order, 2023. Confirm in writing with the supplier which IS standard and QCO governs the specific glove type before the purchase order is placed.
