A word of counsel

The azo-dye testing exemption is origin-specific and narrow: it applies only to the nine listed countries and covers azo-dye testing alone — the Pre-Shipment Inspection Certificate for other composition and safety parameters remains mandatory for all origins. Presenting a test report limited to azo-dye parameters for a non-exempt origin, or omitting the PSIC altogether in the belief that the fabric is a minor accessory item, will result in consignment detention at the port pending rectification.
