HSN 6115 99 10 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10. The most frequent error on this tariff line is assuming the azo-dye testing exemption extends to all documentation: the exemption covers only the azo-dye test itself, and the PSIC covering composition, fibre content and other parameters remains mandatory for all origins including exempt countries. For Bangladesh-origin consignments, port restrictions under Para 19 introduced by DGFT Notification 7/2025-26 are a newer overlay that many importers overlook; routing to a non-permitted port triggers detention irrespective of PSIC compliance.
