Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must comply.

  2. 2
For consignments originating from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces port restrictions under Para 19 of the General Notes. Confirm the consignment qualifies under the Para 2 or Para 3 exemptions before shipment, failing which routing must comply with the restricted-port list in Para 1.

A word of counsel

The azo-dye PSIC exemption is country-of-origin specific, not country-of-shipment specific; a consignment from a non-exempt country transshipped through an exempt-country port does not acquire the exemption. Importers frequently submit a transit port certificate in lieu of the PSIC, which customs officers reject, resulting in consignment detention and demurrage pending a compliant test report from an accredited laboratory of the actual manufacturing origin.
