Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying absence of prohibited hazardous azo dyes. For consignments originating from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces General Note 19 imposing port restrictions on imports of certain goods from Bangladesh to India. Confirm whether the consignment falls within the exempted categories listed in Paragraphs 2 and 3 before routing through the bill of entry port.

A word of counsel

The azo-dye PSIC exemption is origin-specific and product-parameter-limited: it covers azo-dye testing only, not the full scope of the PSIC requirement. Importers sourcing from non-exempt origins who present only a Certificate of Analysis in lieu of a PSIC from an accredited laboratory risk detention and demurrage at the port of entry, as the Textile Committee test report must specifically certify absence of prohibited hazardous dyes per General Note 10.
