- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces General Note 19 imposing port restrictions on imports of certain goods from Bangladesh to India. Confirm whether the consignment falls within the exempted categories listed in Paragraphs 2 and 3 before routing through the bill of entry port.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note 19, ITC (HS) 2022
The azo-dye PSIC exemption is origin-specific and product-parameter-limited: it covers azo-dye testing only, not the full scope of the PSIC requirement. Importers sourcing from non-exempt origins who present only a Certificate of Analysis in lieu of a PSIC from an accredited laboratory risk detention and demurrage at the port of entry, as the Textile Committee test report must specifically certify absence of prohibited hazardous dyes per General Note 10.
