Hosiery and socks of wool or fine animal hair
HSN 6115 94 00 (Of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile imports governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying fibre composition, a Certificate of Origin, and a brand-owner genuineness certificate are mandatory accompaniments at the bill of entry.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the fibre composition of the woollen or blended textile. Also secure a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name.Notification No. CER(18)/99-CLB dated 7 March 1988 · Textile (Development & Regulation) Order, 2001 · General Note 11 of ITC (HS) Policy
- 2Ensure the PSIC from the accredited laboratory additionally certifies the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must produce a conforming test result.General Note 10 of ITC (HS) Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3Check applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduces Para 19 in the General Notes regulating imports of certain goods from Bangladesh to India with port restrictions as stated in Para 1. Exempted goods are identified under Paras 2 and 3 of that notification; non-exempt Bangladesh-origin consignments must comply with the notified port restrictions before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes, ITC (HS) 2022
The most common error on this tariff line is presenting a PSIC that certifies azo-dye absence but fails to separately certify fibre composition — or vice versa. These are distinct mandatory requirements under General Note 10 and General Note 11 respectively; a single certificate that addresses only one limb will trigger detention and demurrage at port. Importers sourcing from Bangladesh must additionally verify whether their specific goods fall within the exempted categories under DGFT Notification 7/2025-26 before routing the consignment.
