Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition parameters remains required.

  2. 2
If the consignment originates from Bangladesh, verify compliance with the port restrictions and applicable exemptions set out in paragraphs 1, 2 and 3 of General Note Para 19, introduced by DGFT Notification 7/2025-26. Route the consignment only through permitted ports where the Bangladesh-origin restrictions apply.

A word of counsel

The most common error on this tariff line is assuming that sourcing from an azo-dye-exempted country (such as an EU member state) eliminates the PSIC requirement entirely. The azo-dye exemption is narrow: it covers testing for azo dyes only, not the full scope of the PSIC covering other hazardous substances and composition. A consignment from an exempt origin that arrives without any PSIC or test report is liable to detention and demurrage pending documentary rectification.
