HSN 6115 30 00 (Other women's full-length or knee-length hosiery, measuring per single yarn less than 67 decitex) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that sourcing from an azo-dye-exempted country (such as an EU member state) eliminates the PSIC requirement entirely. The azo-dye exemption is narrow: it covers testing for azo dyes only, not the full scope of the PSIC covering other hazardous substances and composition. A consignment from an exempt origin that arrives without any PSIC or test report is liable to detention and demurrage pending documentary rectification.
