HSN 6115 29 30 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17-05-2025 may impose additional port restrictions on imports originating from Bangladesh.

The most common error on this tariff line is assuming that origin from an azo-dye-testing-exempt country removes the PSIC requirement entirely. The azo-dye exemption is narrowly scoped to the dye-testing parameter; a PSIC covering fibre composition and the absence of other prohibited substances remains mandatory for all origins. Presenting only a country-of-origin certificate without an accredited-laboratory PSIC at the bill of entry will result in consignment detention pending documentation.
