Compliance steps
  1. 1
Procure a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the fibre composition of the woollen textile or blend, a certificate of origin, and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name. All three documents must accompany the consignment at the bill of entry.

  2. 2
Additionally obtain a PSIC from an accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  3. 3
If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 and the port restrictions introduced under Para 19 of the General Notes. Exemptions from port restrictions are set out in Paras 2 and 3 of that notification.

A word of counsel

The most common error on this tariff line is arriving at the port of import with only the azo-dye PSIC and overlooking the separate woollen-textile composition PSIC and the brand-owner authenticity certificate required under General Note 11. These are distinct documents from distinct issuers — the composition PSIC certifies fibre blend, while the brand-owner certificate addresses intellectual-property compliance — and the absence of either triggers consignment detention regardless of azo-dye clearance.
