HSN 6115 29 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces an additional port-restriction overlay for imports originating from Bangladesh under General Notes Para 19.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with Para 19 of the General Notes introduced by DGFT Notification 7/2025-26, including the port restrictions stated in Para 1 of that notification. Confirm whether the goods fall within the exempted categories listed in Paras 2 and 3 before routing the consignment.DGFT Notification 7/2025-26 dated 17-05-2025
The azo-dye testing exemption is country-of-origin specific and covers only the nine listed countries; importers sourcing silk hosiery from any other origin — including trans-shipped goods re-exported through an exempt country — must present a valid PSIC or TC/CSRTI test report at the bill of entry. Absence of this document results in consignment detention and demurrage pending re-export or destruction, with no rectification window analogous to labelling defects.
