HSN 6115 22 00 (hosiery of synthetic fibres, 67 decitex or more per single yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes under General Note 10. The most frequent error on this tariff line is assuming the PSIC exemption for listed countries covers all documentation requirements: the exemption applies only to azo-dye testing, not to the PSIC itself, which remains required for composition and other parameters regardless of origin. Importers from Bangladesh must also separately assess whether their specific goods qualify under the paragraph 2 or 3 carve-outs in DGFT Notification 7/2025-26 before selecting a port of entry; an incorrect port selection triggers detention and re-routing costs.
