HSN 6115 21 00 (hosiery of synthetic fibres, single yarn below 67 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the azo-dye testing exemption for listed countries extends to all textile compliance requirements. The PSIC exemption covers azo-dye testing only; other composition and hazardous-substance parameters under General Note 10 remain mandatory regardless of origin. Separately, the Bangladesh-origin port restriction under DGFT Notification 7/2025-26 is a routing constraint: presenting a consignment at a non-notified port will trigger detention and re-routing liability, even when all other documentation is in order.
