The most common error on this tariff line is assuming that azo-dye testing exemption for listed countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, UK) dispenses with the PSIC altogether. The exemption covers azo-dye testing only; a PSIC certifying composition and the absence of other prohibited dyes remains mandatory for all origins. For Bangladesh-origin consignments, the port-restriction overlay under para 19 is a separate and additional compliance requirement that applies regardless of azo-dye status.
