HSN 6112 49 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 also applies where imports originate from Bangladesh, imposing port restrictions under the new para 19 of the General Notes.

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The exemption is limited to nine specified countries; consignments from any other origin — including Bangladesh — require a valid PSIC or TC/CSRTI test report, and absence of this document at the bill-of-entry stage results in detention. Separately, Bangladesh-origin consignments now carry an additional port-restriction layer under DGFT Notification 7/2025-26 that is independent of the PSIC requirement.
