A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The exemption is limited to nine specified countries; consignments from any other origin — including Bangladesh — require a valid PSIC or TC/CSRTI test report, and absence of this document at the bill-of-entry stage results in detention. Separately, Bangladesh-origin consignments now carry an additional port-restriction layer under DGFT Notification 7/2025-26 that is independent of the PSIC requirement.

Frequently asked
Does HSN 6112 49 20 require BIS certification?
No, knitted swimwear and ski suits of artificial fibres are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 and a Bangladesh-origin port-restriction overlay under DGFT Notification 7/2025-26.
Is a PSIC required even when importing from an azo-dye-exempted country such as Japan or Australia?
The exemption applies only to azo-dye testing; a PSIC or valid test report may still be required for other prohibited hazardous dyes under General Note 10, and the underlying DGFT Public Notice 14/2023 should be reviewed to confirm the full scope of the exemption.
What port restrictions apply to Bangladesh-origin imports of this HSN?
DGFT Notification 7/2025-26 dated 17 May 2025 introduced para 19 in the General Notes restricting import of certain goods from Bangladesh to specified ports; the notification sets out exempted goods in paras 2 and 3, and the importer must confirm whether this HSN falls within those carve-outs before routing the consignment.
