HSN 6112 49 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions under General Note para 19 for imports originating from Bangladesh.

The azo-dye exemption is country-of-origin specific and applies only to the nine named jurisdictions; silk garments sourced from any other country — including Bangladesh, China, or Vietnam — require a full PSIC or accredited laboratory test report regardless of the product's premium positioning. A missing or invalid PSIC at the bill-of-entry stage results in consignment detention pending compliant documentation, with demurrage and ground rent accruing. For Bangladesh-origin goods, the port-restriction overlay under DGFT Notification 7/2025-26 is an independent obligation that survives even a compliant PSIC.
