Knitted swimwear and ski suits of other textile materials
HSN 6112 39 90 (knitted track suits, ski suits, and swimwear of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with wool and blended-textile consignments additionally governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 under the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition and confirming absence of prohibited azo dyes is mandatory under General Notes 10 and 11 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying fibre composition and the absence of prohibited azo dyes. For wool and blended-textile garments, also obtain a Certificate of Origin and a certificate from the brand owner confirming genuineness of the product and authority to use the brand name.General Note 10 of ITC (HS) Import Policy · General Note 11 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023 · Notification No. CER(18)/99-CLB dated 07-03-1988 read with Textile (Development & Regulation) Order, 2001
- 2If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the General Notes imposing port restrictions on certain goods imported from Bangladesh. Confirm whether the goods fall under the exempted categories listed in Para 2 and Para 3 of that notification before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note Para 19, ITC (HS) 2022
The azo-dye testing exemption is origin-specific and narrow: only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom qualify, and even for those origins the PSIC for fibre composition and other parameters remains mandatory. Treating the azo-dye exemption as a blanket PSIC waiver is the most frequent error on this tariff line, resulting in consignment detention at the port of entry pending a compliant certificate.
