The most common error on this tariff line is treating the azo-dye country exemptions as a blanket PSIC waiver. The exemption for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom applies exclusively to azo-dye testing; a PSIC covering composition, fibre content, and other prohibited-substance parameters remains obligatory for every consignment regardless of origin. A missing or incomplete PSIC at the bill of entry stage results in consignment detention until documentation is remedied.
