A word of counsel

The most common error on this tariff line is assuming that the azo-dye PSIC exemption covers all key-market origins. The exemption applies to imports from the nine listed countries only; shipments from any other origin — including Bangladesh, China, and other South and Southeast Asian suppliers — require a PSIC from an accredited laboratory before the bill of entry is filed. Presenting only a commercial invoice or a generic quality certificate at port will result in consignment detention pending the required PSIC.
