HSN 6112 31 00 (Of synthetic fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) for hazardous azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 applies where the consignment originates from Bangladesh, imposing port restrictions under the revised General Notes to ITC (HS) 2022.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all preferred-origin countries. The exemption is narrow — nine named countries only — and consignments from any other origin, including Bangladesh, that arrive without a PSIC or valid Textile Committee test report are liable to detention pending re-testing at the importer's cost. The Bangladesh-origin port restriction under General Note 19 is a separate overlay and must be checked independently of the azo-dye compliance.
