The azo-dye testing exemption is origin-specific and narrow: only the nine listed countries qualify, and no equivalence is extended to goods transshipped through an exempt country but manufactured elsewhere. Importers sourcing from non-exempt origins who present a PSIC from a non-accredited laboratory face detention of the consignment and re-testing at the importer's cost, with out-of-charge withheld until a compliant test report is uploaded in e-Sanchit.
