HSN 6112 20 30 (Ski suits of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement covering the absence of prohibited hazardous azo dyes under General Note 10. The most common error on this tariff line is assuming that the azo-dye PSIC requirement is country-specific and therefore does not apply when sourcing from a listed exempt country — it does not eliminate the PSIC altogether; the certificate covering composition and other parameters remains required regardless of origin. Separately, importers sourcing from Bangladesh must map their specific goods against the exemption paras 2 and 3 of the General Note para 19 regime before booking a port, because routing through a non-permitted port triggers detention at the customs station.
