HSN 6112 19 30 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. Bangladesh-origin consignments are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that the azo-dye PSIC exemption for specified countries covers all textile compliance requirements — the PSIC certifies only azo-dye absence and does not substitute for the test report on other prohibited hazardous dyes. For Bangladesh-origin shipments, failure to assess applicability of Para 19 port restrictions before vessel departure results in consignment detention at a non-designated port with no rectification path short of re-export.
