Knitted track suits and ski suits of wool or fine animal hair
HSN 6112 19 20 (Of wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile imports governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) covering textile composition, a Certificate of Origin, and a brand-owner certificate, with azo-dye testing mandated under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the composition of the woollen textile or blend, together with a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use the brand name. These documents are required at the bill of entry under General Note 11 of the ITC (HS) policy.Notification No. CER(18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001 · Essential Commodities Act, 1955 · General Note 11 of ITC (HS) Import Policy
- 2Ensure the PSIC from the accredited laboratory also certifies absence of prohibited hazardous azo dyes. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require the azo-dye test report.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3Verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 where the consignment originates from or is routed through Bangladesh. Para 19 of the General Notes imposes port restrictions on certain goods imported from Bangladesh; confirm whether the consignment falls within the exempted categories listed under Paras 2 and 3 of that notification before nominating the port of entry.DGFT Notification 7/2025-26 dated 17-05-2025 · General Note Para 19 of ITC (HS) 2022
The most common error on this tariff line is submitting a PSIC that certifies only fibre composition without addressing azo-dye absence — the two are separate testing requirements and a single-purpose PSIC covering only composition is treated as incomplete documentation, resulting in consignment detention pending a supplementary test report. The brand-owner certificate is equally non-negotiable and is frequently overlooked for private-label or white-label sourcing arrangements where the shipper is not the brand owner.
