HSN 6112 12 00 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited hazardous and azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 further imposes port restrictions on imports of certain goods originating from Bangladesh under para 19 of the General Notes, subject to specified exemptions.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes including azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17 May 2025 and comply with the port restrictions introduced under para 19 of the General Notes of ITC (HS) 2022. Consult paras 2 and 3 of that notification to confirm whether the specific goods qualify for the stated exemptions before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye exemption for listed countries eliminates the PSIC requirement entirely. The exemption is narrow — it covers azo-dye testing only, not the full suite of prohibited hazardous dyes under General Note 10; a consignment arriving without a PSIC or valid test report from TC or CSRTI will be detained at the port of import regardless of the country of origin. Importers sourcing from Bangladesh must additionally map their specific article against the para 19 port-restriction list before booking freight.
