HSN 6112 11 00 (Of cotton — track suits, ski suits and swimwear) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering prohibited hazardous dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports from Bangladesh under the revised General Note, Para 19.

The azo-dye testing exemption is origin-specific and applies only to the nine listed countries; importers sourcing from any other origin — including Bangladesh, China, or Vietnam — must present the PSIC or Textile Committee test report at the bill of entry. A consignment arriving without the certificate from a non-exempt origin is detained pending testing, attracting demurrage and ground rent. For Bangladesh-origin goods, the Para 19 port restriction and its exemption schedule should be reviewed against the actual port of import before vessel departure.
