A word of counsel

The most common error on this tariff line is assuming that silk apparel exported from an azo-dye-exempt country requires no testing documentation whatsoever. The exemption covers azo-dye testing only; a PSIC certifying broader composition and the absence of other prohibited hazardous dyes remains mandatory for all origins. Consignments arriving without any PSIC or test report are liable to detention at port pending re-export or destruction.
