Babies' knitted or crocheted garments and clothing accessories, other fibres
HSN 6111 30 00 (babies' garments and clothing accessories, knitted or crocheted, of fibres other than cotton or man-made fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are additionally subject to port restrictions and category-level controls under DGFT Notification 7/2025-26.

The most common error on this tariff line is assuming the azo-dye country exemption is a blanket waiver of the PSIC requirement. The exemption applies only to azo-dye testing; the PSIC from an accredited laboratory or a Textile Committee test report confirming composition and the absence of other prohibited dyes remains mandatory regardless of country of origin. For Bangladesh-origin consignments, the port-restriction overlay under DGFT Notification 7/2025-26 must be verified before booking freight, as diversion to a non-notified port triggers detention and potential re-export.
