Knitted or crocheted babies garments and accessories of cotton
HSN 6111 20 00 (babies' garments and clothing accessories of cotton, knitted or crocheted) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering prohibited hazardous dyes under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; all other origins must comply.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes of ITC (HS) 2022. Review the exempted goods categories listed in Paragraphs 2 and 3 of DGFT Notification 7/2025-26 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to all testing requirements — the PSIC for composition and other hazardous-substance parameters remains mandatory regardless of origin. For Bangladesh-origin consignments, failure to confirm port eligibility before vessel departure risks detention at a non-notified port, where no corrective rerouting is available after arrival.
