    For consignments originating in Bangladesh, verify compliance with the port restrictions and the category-level conditions introduced in General Note para 19 of ITC (HS) 2022. Goods listed as exempted under paragraphs 2 and 3 of that notification must be documented accordingly at the bill of entry.

The azo-dye testing exemption is origin-specific and applies only to the nine listed countries; importers sourcing from any other origin — including Bangladesh, China, or Vietnam — must present the PSIC before customs out-of-charge, and its absence results in consignment detention. The Bangladesh overlay under DGFT Notification 7/2025-26 is a separate, concurrent obligation: even where the PSIC is in order, a Bangladesh-origin shipment routed through a non-notified port attracts detention independently of the azo-dye compliance status.
