The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption covers only nine specified countries; consignments from all other origins — including Bangladesh, China, and other major apparel exporters — require a PSIC or valid Textile Committee test report before out-of-charge. A missing or deficient PSIC at the bill of entry results in consignment detention and potential demurrage while the document is retrospectively obtained.
