Knitted jerseys, pullovers and cardigans of synthetic fibres
HSN 6110 30 10 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports originating from Bangladesh under para 19 of the General Notes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption covers only nine specified countries; consignments from all other origins — including Bangladesh, China, and other major apparel exporters — require a PSIC or valid Textile Committee test report before out-of-charge. A missing or deficient PSIC at the bill of entry results in consignment detention and potential demurrage while the document is retrospectively obtained.
