HSN 6110 20 00 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally regulates imports of certain goods from Bangladesh with port restrictions under General Note para 19.

The most common error on this tariff line is assuming that the azo-dye PSIC requirement does not apply because the supplying country appears trustworthy or because the garment is a finished article rather than a grey fabric. The PSIC obligation under General Note 10 attaches to all textile articles, including finished knitwear, irrespective of value or brand; consignments without a valid PSIC or qualifying test report are detained at the port of entry until documentary compliance is established.
