Knitted jerseys, pullovers and cardigans of other fibres
HSN 6110 19 00 (knitted jerseys, pullovers, cardigans, waistcoats and similar articles of other fibres) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy, with woollen and blended textile consignments additionally governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying fibre composition and confirming the absence of prohibited azo dyes is mandatory under General Notes 10 and 11 of the ITC (HS) Policy.

The most common error on this tariff line is treating the azo-dye PSIC exemption for listed countries as a blanket waiver of all pre-shipment inspection requirements. The exemption applies only to azo-dye testing — the PSIC certifying fibre composition, the Certificate of Origin, and the brand-owner authenticity certificate remain mandatory for woollen and blended textile consignments regardless of the country of export. A consignment cleared without the composition PSIC is liable to detention and demurrage pending re-examination.
