Knitted jerseys and pullovers of cashmere goat fibre
HSN 6110 12 00 (jerseys, pullovers, cardigans and similar knitted articles of cashmere goats) is governed by the Directorate General of Foreign Trade (DGFT) import policy under General Note 11 of the ITC (HS) 2022, read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. Every consignment must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying fibre composition, a Certificate of Origin, and a brand-owner certificate attesting product genuineness. DGFT Notification 7/2025-26 dated 17-05-2025 may impose additional port restrictions for consignments originating from Bangladesh.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the fibre composition of the cashmere knitted article, together with a Certificate of Origin and a certificate from the brand owner confirming product genuineness and authority to use brand markings. - 2Ensure the PSIC from the accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifies the absence of prohibited azo dyes. The most common error on this tariff line is presenting a single PSIC for composition while omitting the brand-owner certificate, or assuming the two requirements are interchangeable. Under General Note 11, the brand-owner certificate is a standalone mandatory document — its absence is treated as a documentation deficiency independently of the composition PSIC, and customs officers routinely detain consignments pending its production, attracting demurrage and ground rent while the shortfall is remedied.
