Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the fibre composition of the cashmere knitted article, together with a Certificate of Origin and a certificate from the brand owner confirming product genuineness and authority to use brand markings. All three documents must accompany the consignment at the bill of entry.

  2. 2
Ensure the PSIC from the accredited laboratory or a valid test report from a Textile Committee or CSRTI laboratory certifies the absence of prohibited azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins require a positive clearance certificate.

  3. 3
If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Consignments not falling within the exempted categories in Paras 2 and 3 of that notification must be routed through the ports specified in Para 1.

A word of counsel

The most common error on this tariff line is presenting a single PSIC for composition while omitting the brand-owner certificate, or assuming the two requirements are interchangeable. Under General Note 11, the brand-owner certificate is a standalone mandatory document — its absence is treated as a documentation deficiency independently of the composition PSIC, and customs officers routinely detain consignments pending its production, attracting demurrage and ground rent while the shortfall is remedied.
