Knitted woollen jerseys, pullovers, cardigans and similar articles
HSN 6110 11 90 (knitted or crocheted woollen jerseys, pullovers, cardigans and similar articles — residual category) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. Consignments must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) certifying fibre composition, a Certificate of Origin, and a brand-owner certificate, with additional azo-dye testing requirements applying to non-exempt origins under General Note 10 of the ITC (HS) policy.

- 2Ensure the PSIC also certifies the absence of prohibited hazardous azo dyes unless the consignment originates from an exempt country (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom). - 3Where the consignment originates from or is routed through Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. The most common error on this tariff line is presenting a PSIC that certifies composition but omits the azo-dye test result, treating the two as a single document requirement when DGFT policy treats them as distinct compliance obligations. A composition-only PSIC satisfies General Note 11 but does not discharge the General Note 10 azo-dye obligation; customs officers have detained consignments at port pending a supplementary test report, and neither the brand-owner certificate nor the Certificate of Origin can substitute for the missing dye-test certification.
