Knitted wool sweaters and cardigans
HSN 6110 11 20 (Sweaters and cardigans of wool) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988. Each consignment must be accompanied by a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying textile composition, a certificate of origin, and a brand-owner certificate of genuineness. Bangladesh-origin consignments are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.

The most common error on this tariff line is presenting a PSIC that certifies only azo-dye absence while omitting the separate PSIC or test report certifying wool or blend composition. These are two distinct certificate requirements under General Notes 10 and 11 respectively, and a consignment arriving with only one document will be detained pending the missing certificate. The brand-owner certificate of genuineness is also independently required and cannot be substituted by a commercial invoice or a PSIC.
