HSN 6110 11 10 (Jerseys of wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) Schedule, read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. Consignments require a Pre-Shipment Inspection Certificate certifying wool composition and blend, a Certificate of Origin, and a brand-owner certificate; azo-dye testing obligations under General Note 10 apply as an additional overlay.

The most common error on this tariff line is presenting only the azo-dye PSIC and overlooking the distinct composition-and-blend PSIC required under General Note 11 for woollen textiles. The two certificates serve different regulatory purposes and neither substitutes for the other; a consignment supported only by an azo-dye test report will be detained at the port of import pending the composition certificate and the brand-owner genuineness declaration. Additionally, importers sourcing from Bangladesh must assess the Para 1 port-restriction regime introduced by DGFT Notification 7/2025-26 before shipment, as a port mismatch cannot be rectified after vessel departure.
