HSN 6109 90 30 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. Consignments originating from Bangladesh are additionally subject to port restrictions introduced under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with para 19 of the General Notes of ITC (HS) 2022 as introduced by DGFT Notification 7/2025-26, including the port restrictions stated in para 1 of that notification. Confirm whether the goods qualify under the exempted categories listed in paras 2 and 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, para 19 of General Notes of ITC (HS) 2022
The azo-dye testing exemption is country-of-origin-specific and narrow: it covers only the nine listed countries and applies solely to the azo-dye parameter, not to the full PSIC requirement. Importers sourcing silk knitwear from non-listed origins — including Bangladesh, China, or Vietnam — must present a complete PSIC at the bill of entry; absence of the certificate triggers consignment detention and potential seizure under DGFT-policy enforcement, with demurrage accumulating until the document is produced.
