HSN 6109 90 10 (Of synthetic fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17 May 2025 additionally introduces port restrictions and import-policy conditions for consignments originating from Bangladesh under General Note para 19.

The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all compliance requirements. The exemption covers azo-dye testing only; a PSIC confirming absence of other prohibited hazardous dyes remains required from all origins. Separately, Bangladesh-origin consignments that do not qualify under the para 2 or para 3 carve-outs are subject to port restrictions under DGFT Notification 7/2025-26, and routing to a non-designated port will result in consignment detention.
