HSN 6109 10 00 (Of cotton — T-shirts, singlets and other vests) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most frequent error on this tariff line is assuming the azo-dye testing exemption for listed countries covers all PSIC requirements — it does not; the exemption applies to azo-dye testing specifically, and a PSIC for composition and other prohibited-dye parameters remains mandatory for all origins. Importers sourcing from Bangladesh must separately map their goods against the exemption lists in Paras 2 and 3 of DGFT Notification 7/2025-26 before committing to a port of entry, as routing through a non-permitted port invites detention and demurrage.
