HSN 6108 99 90 (Of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions under para 19 for imports of certain goods from Bangladesh.

The most common error on this tariff line is assuming the azo-dye PSIC exemption applies broadly to all developed-country origins. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and imports from any origin outside that list, including well-established garment-export nations such as China, Vietnam, Bangladesh and Sri Lanka, require a PSIC. A missing PSIC triggers detention at port and deferral of out-of-charge until the document is produced.
