HSN 6108 99 20 (Of wool or fine animal hair) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development and Regulation) Order, 2001 read with Notification No. CER (18)/99-CLB dated 7 March 1988 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying textile composition, a Certificate of Origin, and a brand-owner genuineness certificate are mandatory accompanying documents for each consignment.

The most common error on this tariff line is presenting only the azo-dye PSIC while omitting the separate wool-composition PSIC and the brand-owner genuineness certificate — both of which are independent requirements under General Note 11. A consignment with an origin from an azo-dye-exempt country may appear fully documented yet still be detained because the wool-composition certification and brand authorisation are missing; customs treats each absent document as a discrete deficiency, not a curable omission.
