HSN 6108 99 10 (Of silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports originating from Bangladesh are subject to additional port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that sourcing from an azo-dye-testing-exempt country eliminates all PSIC obligations. The country-of-origin exemption applies solely to azo-dye testing; a PSIC or valid test report confirming compliance with other prohibited-dye parameters is still required from all origins. A consignment arriving without any PSIC is detained at the port of import until documentary compliance is established, accruing demurrage and ground rent.
