HSN 6108 92 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under General Note para 19.

The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and importers sourcing from countries not on that list who ship without a Pre-Shipment Inspection Certificate face consignment detention at the port of entry pending documentary compliance, with no rectification pathway after arrival.
