HSN 6108 92 10 (Of synthetic fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh, subject to the exemptions in paragraphs 2 and 3 of that notification.

The most common error on this tariff line is assuming the azo-dye country-of-origin exemption eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; any remaining mandatory parameters under General Note 10 — including other prohibited dye categories — still require a valid test report regardless of origin. For Bangladesh-origin consignments, failure to assess the paragraph 1 port restriction before vessel departure results in consignment detention with no on-arrival rectification available.
