HSN 6108 91 00 (Of cotton) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports of certain goods originating from Bangladesh, with exemptions as specified in paragraphs 2 and 3 of that notification.

The most frequent error on this tariff line is assuming the azo-dye exemption extends to all origins. The exemption applies exclusively to the nine listed countries; imports from any other origin — including Bangladesh, China, and most of South and South-East Asia — require a valid PSIC or accredited test report, and a missing certificate at the bill of entry stage results in consignment detention pending documentary compliance. The Bangladesh port-restriction overlay under DGFT Notification 7/2025-26 is a separate, concurrent requirement and is not satisfied by possession of a PSIC.
