Knitted women's and girls' nightwear of other textile materials
HSN 6108 39 90 (women's and girls' nightwear and similar knitted articles of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen and blended textile imports additionally governed by Notification No. CER (18)/99-CLB dated 7 March 1988 read with the Textile (Development and Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying textile composition and confirming absence of prohibited azo dyes is required for all origins, and Bangladesh-origin consignments are subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.

The most common error on this residual tariff line is treating the PSIC as solely a composition certificate and overlooking its dual function: it must also certify absence of prohibited azo dyes. A PSIC that addresses composition but is silent on dye testing is treated as non-compliant at the bill of entry, and the consignment is detained pending a fresh laboratory report. Importers sourcing from non-exempt origins who obtain only the brand-owner genuineness certificate — and not the azo-dye PSIC — regularly face detention and demurrage at Indian ports.
