HSN 6108 32 20 (Of artificial fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes for textile and textile articles. The requirement flows from General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test Report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to CBIC
- 1Procure a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped to India.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Testing for azo dyes is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other countries require the full PSIC.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporter is an established supplier. The exemption is country-of-origin specific, not supplier specific; a consignment manufactured in a non-exempt country by an EU-affiliated brand does not qualify. A missing or non-conforming PSIC at the bill-of-entry stage results in consignment detention and potential re-export at the importer's cost.
